**45.** Lastly, it must be stated that that conclusion is not called into question by the principle of fiscal neutrality. As the Advocate General stated at point 60 of her Opinion, that principle cannot extend the scope of an exemption in the absence of clear wording to that effect. That principle is not a rule of primary law which can condition the validity of an exemption, but a principle of interpretation, to be applied concurrently with the principle of strict interpretation of exemptions.

**43** De werkingssfeer van een verlaagd btw-tarief kan bij gebreke van een duidelijke bepaling immers niet op grond van het beginsel van fiscale neutraliteit worden uitgebreid (zie in die zin arrest Zimmermann, C‑174/11, EU:C:2012:716, punt 50 en aldaar aangehaalde rechtspraak). Punt 6 van bijlage III bij de btw-richtlijn vormt echter geen bepaling die de werkingssfeer van de verlaagde btw-tarieven ondubbelzinnig uitbreidt tot de levering van elektronische boeken. Integendeel, zoals blijkt uit punt 41 van het onderhavige arrest, valt deze levering niet onder deze bepaling.

**47** In that regard, it suffices to observe that, in those circumstances, a taxable person who has entered into such a transaction not subject to VAT concerning a building which he owns is not, for VAT purposes, in a comparable situation to that of a taxable person who has remained the owner of a building without nterruption since the completion of the works which gave rise to the right to deduct input tax.
